Action Plan for Promoting High Quality Development of Distributed Photovoltaics in Guangdong Province
Photovoltaic power generation has the characteristics of green, low-carbon, and renewable, and is the direction of low-carbon energy transformation and development. Guangdong has rich application scenarioses and great development potential for distributed photovoltaics, making it a key focus for the development of renewable energy in our province in the future. To promote the high-quality development of distributed photovoltaics in our province, the following plan is formulated:
1、 Clarify development priorities
(1) Implement full coverage of the park. Adapt to the needs of future green product production and consumption, accelerate the construction of green and low-carbon industrial parks, and synchronize the planning and supporting construction of distributed photovoltaics in various newly planned parks. Strive to achieve 50% coverage of rooftop photovoltaics in new factory buildings by 2025 and full coverage by 2030; We will comprehensively implement green transformation of various existing parks and strive to achieve a photovoltaic coverage rate of no less than 50% by 2030. Actively promote various industrial and commercial enterprises outside the park with development conditions to use rooftops and surrounding approved construction land to build photovoltaic power generation systems. (2) Promote the full installation of public institutions, public facilities, etc. New buildings should be equipped with solar energy systems in accordance with regulations, encouraging the construction of new buildings such as government agencies, hospitals, schools, sports stadiums, libraries, art galleries, as well as new sewage treatment plants, parking lots, etc. At the same time, photovoltaic power generation systems should be designed and constructed, striving to achieve a photovoltaic coverage rate of 50% on the roofs of new public institutions by 2025. The above-mentioned existing public institutions, facility roof resources, and the ground within the approved state-owned construction land area are actively promoting the installation of photovoltaic power generation systems, achieving the goal of installing as much as possible. (4) Promote the development of urban building photovoltaics. In promoting the renovation of old cities, we will combine the actual construction of rooftop photovoltaics and encourage the use of large-scale residential rooftop resources to develop distributed photovoltaics. Explore the integrated construction of building photovoltaics and carry out pilot demonstrations of building photovoltaics integration. (5) Accelerate the construction of distributed photovoltaics in rural areas. According to the work deployment of the "Million and Ten Thousand Project", combined with rural construction, rural tourism and rural living environment improvement, green rural housing construction, and improvement of rural housing style control, we will simultaneously promote the construction of distributed photovoltaics in rural areas and assist in rural revitalization. Implement the Action Plan for Distributed Photovoltaic Construction in Green Weizhen and Green Countryside. Exploring the use of rural roads and other public infrastructure to construct photovoltaic corridors, while complying with national land use policy requirements. (6) Encourage the selection of investment and development models tailored to local conditions. For existing various types of parks and industrial and commercial enterprise factories, roof resources shall be integrated voluntarily, and investment entities shall be selected in accordance with the law and regulations. For the construction of photovoltaics using roofs and public facilities of public institutions, it is encouraged to coordinate resources on a county/district basis, adopt legal and compliant investment methods, and unify planning, design, construction, and operation and maintenance. Support eligible towns and villages to adopt models such as "company+town/village+farmer", unify planning and design, package and file, and carry out distributed photovoltaic development and construction of the entire town/village; Support rural collective economic organizations to participate in project development by investing in village collective property facilities, factory roofs, etc., while respecting the wishes of farmers, to increase collective income. Exploring the construction of integrated green power supply parks for source, grid, load, and storage in industrial parks with high electricity loads and favorable conditions for distributed photovoltaic development; Promote the construction of integrated photovoltaic storage and charging projects in highway service areas, urban commercial complexes, complexes, residential areas, and other places with conditions, relying on photovoltaic power generation, grid connected microgrids, and charging infrastructure. (8) Support the research and development and manufacturing of applicable technology products. Promote various innovative entities to carry out technological research and development, encourage development enterprises to collaborate with equipment manufacturers, survey and design units, system integrators, etc. to research and develop distributed photovoltaic construction general technology products and customized personalized technology products suitable for various types of application scenarioses in our province's parks, public institutions, public facilities, transportation infrastructure, urban buildings, rural areas, etc. Promote the research and development, manufacturing, and demonstration application of new energy storage products suitable for comprehensive application scenarioses such as source network load storage and integrated optical storage and charging. Promote the inclusion of advanced photovoltaic products and technologies in the provincial application scenario list, and increase the supply and demand docking of photovoltaic technology products. 3、 Increase policy support
(9) Implement various support policies. In terms of electricity price, the grid electricity price of distributed photovoltaic projects shall be implemented in accordance with relevant national and provincial regulations; Support distributed photovoltaic projects to participate in green electricity and green certificate trading, and obtain corresponding benefits. In terms of taxation, we will implement the "three exemptions and three halvings" policy for income tax on photovoltaic power generation projects that comply with regulations. The spontaneous self consumption of distributed photovoltaic power generation will be exempt from renewable energy electricity price surcharges, national major water conservancy project construction funds, and post resettlement support funds for large and medium-sized reservoirs, which are government funds levied on electricity. Distributed photovoltaic projects will not charge system reserve capacity fees and other related grid connection service fees. In terms of finance, guide financial institutions to make good use of monetary policy tools and increase credit support for distributed photovoltaic development. In terms of energy consumption, the consumption of distributed photovoltaic power generation is not included in the total energy consumption and intensity control. (10) Improve absorption capacity. Distributed photovoltaics should be consumed locally, and various parks and industrial and commercial enterprises should be encouraged to spontaneously use photovoltaic power generation. Priority should be given to supporting the development and construction of distributed photovoltaic projects in areas with accessible capacity. For areas with consumption difficulties, distributed photovoltaic projects can solve the problem of insufficient access and carrying capacity through measures such as constructing new energy storage facilities and implementing centralized boosting access. Power grid enterprises should plan and accelerate the upgrading and renovation of distribution networks in a moderately advanced manner based on regional load levels and the pace of distributed photovoltaic development, in order to meet the demand for large-scale distributed photovoltaic access. (11) Simplify procedures. Strictly implement the registration management system for distributed photovoltaic projects, comply with the requirements of the national economic and social development overall plan, special plan, regional plan, industrial policy, market access standards, resource development, energy consumption and environmental management, and fulfill the project registration procedures in accordance with laws and regulations; Implement the national requirements for individuals to use their own homes and for distributed photovoltaic power generation projects constructed within residential areas to be registered by power grid enterprises. Simplify the project networking process, promote line reporting and installation, and achieve business processing without running at once. For distributed photovoltaic projects constructed on the roofs of buildings or within the scope of approved state-owned construction land, the municipal and county natural resources authorities may explore exemption from obtaining construction project planning permits based on local conditions. 4、 Strengthen standardized management
(12) Strengthen quality control. The design and installation of distributed photovoltaic power generation projects should comply with relevant management regulations, equipment standards, building engineering specifications, and safety regulations. The units responsible for project design, consulting, installation, and supervision must meet the qualification requirements. Use certified photovoltaic modules, inverters, and other equipment products in accordance with the law. Implement relevant requirements such as the legality of the supporting buildings and facilities for the project. (13) Implement the deployment of a unified national market. It is not allowed to forcibly require supporting industries for projects, and it is not allowed to force enterprises to introduce foreign investment or pay high security deposits, investment cooperation deposits, project development and construction performance bonds, etc. to require investment landing, and it is not allowed to force enterprises to purchase locally manufactured products. (14) Strengthen safety supervision. Strengthen the full process management of planning, site selection, design, construction, grid connection, operation and maintenance of distributed photovoltaic projects, and strengthen risk prevention and hidden danger management for building structures, fire safety, electrical safety, flood and wind prevention, geological disasters, and other aspects of distributed photovoltaic projects. 5、 Strengthen organizational implementation
(15) The people's governments of cities at or above the local level shall implement their territorial responsibilities, organize comprehensive investigations of distributed photovoltaic development resources, clarify development goals, implementation rhythms, construction models, and policy measures based on the conditions for grid consumption and access, and work together with power grid enterprises to prepare the overall action plan or implementation plan for distributed photovoltaics in the city from 2024 to 2030. The plan shall be submitted to the Provincial Development and Reform Commission (Provincial Energy Bureau) by the end of August 2024, and the next year's construction plan shall be submitted by the end of each year. Each region should standardize project management, establish and improve relevant management methods, and issue notices on safety management and quality control matters for power projects during project filing; Strengthen land management and strictly control the construction of distributed photovoltaics on the ground outside the red line of construction land (including ponds and water surfaces).
(16) The relevant departments of the province should effectively strengthen tracking and supervision, and work together with the energy regulatory department to introduce measures to promote and regulate the high-quality development of distributed photovoltaics in this industry and field based on actual conditions; The provincial market supervision department should strengthen the quality supervision of photovoltaic products in accordance with the law; Power grid enterprises should accelerate the upgrading and transformation of distribution networks, and accelerate the enhancement of the carrying capacity of distributed photovoltaic access to the power grid.
(17) The provincial energy regulatory department should strengthen overall coordination, closely follow up on the construction of distributed photovoltaics in the province, and timely coordinate and solve existing problems; Promptly report major issues to the provincial government.
